The Tinderbox describes how the US. Forest Service set about destroying itself from within. It was an effort organized and directed by high level employees who ranged far beyond the parameters of the Bernardi Consent Decree, as approved by a federal judge.

Having abandoned those lands, tens of thousand of acres are now effectively managed by Mexican drug cartels. In addition, so few boots are on the ground that popular recreation programs have all but ceased to exist.
